In 1986 erstwile Ghana Ports Authority, Ghana Cargo Handling Company and Takoradi Lighterage which managed and operated the Port in Ghana were merged to constitute the Ghana Ports and Harbour Authority under PNDC law 160. This law enjoins the Authority to plan, build, develop, manage, maintain, operate and control Ports in Ghana.
The Authority is administered by a nine-member Board of Directors including the Managing Director and Directors of Port of Tema and Takoradi. The Board is responsible to the Ministry of Transport and Communications for governing the affairs of the Authority. The Ports of Tema and Takoradi are semi-autonomous that is fully independent in operations, with separate accounts and competing with each other on the basis of service efficiency, while the headquarters at Tema co-ordinate general policy, overall finance and investment planning and other areas of common interest to both ports. The Ports are manned by Directors of Port who are responsibile to the Managing Director.
Presently, Ghana has two commercial deep water ports at Tema and Takoradi managed by two port Directors and coordinated by a Director General based in Tema
The Ports have undergone major rehabilitation to cope with changing technology and current trend in the maritime industry.
Above all, the strategic location of the Ports along the coast of the country, the rail, road and river networks that link the port, the modern infra and superstructural facilities, the highly security network have placed them way ahead of their competitors in the sub-region.

Approach: Apart from the Takoradi reef S of the main breakwater, approach is free from hazards and sand bars. Channel depth at entrance is approximately 11.5m.
Pilotage: Compulsory. Boarding ground NE by 6 cables. 24h service.
Berthing: 5 multipurpose berths; 1 manganese berth, 1 bauxite berth, 1 oil berth, 1 clinker jetty, 7 buoy Berths.
Ro-Ro facilities: Ro-Ro facilities have been provided at 2 or the multi-purpose berths.
Container facilities: The Port has facilities at 2 berths to handle containers. The berths are backed by block paved open storage areas for containers.
Tema
The large modern Port of Tema was completed in 1962 and is located 28.5 km east of Accra, the national city.

Radio Information: 24h watch on VHF Channel 14 and 16.
Working Hours: 07:30 - 12:30; 14:00 - 17:00; overtime for vessels discharging/loading operations up to 20:00, with an additional two hours work if vessel is to sail immediately. Weekend: overtime payable at double rate.
Pilotage: Compulsory. 24h watch on VHF Channel 14 and 15. Arrivals: 06:00 - 18:00. Departures: 06:00 - 23:00, except for Valco and oil berth, departure: 06:00 - 18:00.
