jjIn achieving its objectives, MOWCA has over the years forged close cooperation, not only among its member states, but also with its external partners/donors such as the European Union (DG7&8), ACDI(Canada), FAC(France), AGCD(Belgium), Iceland and with international technical cooperation programs under the World Bank, IMO, UNCTAD, ECA, OAU, ECOWAS etc. Through these partnerships, a lot of programs have been initiated. In particular:

 

 

 

The World Bank/MINCONMAR sponsored programs under the SSATP (ref. 1992/97 Cotonou 1 & 2 Round Tables on efficiency of shipping services) have set in motion a program of privatization of supply of shipping services, restructuring of Shippers' Councils to make them more service-oriented, private sector participation in port operations, establishment of transport observatories to provide reliable maritime data base, port facilitation.

UNCTAD focused on the Advanced Cargo Information System (ACIS), Computerization of Custom procedures (ASYCUDA) and multi-modal transport networks.

The ECA, UNCTAD and ECOWAS did a lot of work on investment promotion regarding coastal shipping service.

The OAU has elaborated an African Maritime Charter which provides a framework for realizing the maritime objectives of the project to establish an African Economic Community. MOWCA has played a key role in the elaboration of the Charter and its activities contribute to the realization of the principles of the Charter.
