The Regional Maritime Academy of Science and Technology (RMAST) is the regional training institution for seamen and shore staff of the Merchant Navy for 15 Francophone countries out of the 25 members of the Maritime Organisation of West and Central Africa (MOWCA), seven of which are members of the Board of Directors, namely Benin, Burkina Faso, Gabon, Congo, Côte d’Ivoire, Guinea and Togo.

The RMAST is made up of two Schools:

The college of navigation (ESN), responsible for training seamen and industrial staff;
- The maritime transport college, which trains shore staff.

- The Academy trains students from various academic backgrounds from all the member countries each year.
- Apart from the initial training, the Academy has developed an extensive further training programme with modules such as helicopter rescue, the ISPS Code, fire safety, industrial automation, first aid, radio communication technology, document packaging in maritime transport, the operation and maintenance of heaters and generators, power electronics, industrial maintenance, maintenance of port equipment, etc.
- Covering 30 hectares of land, the Academy received initial funding of over CFA francs nine billion from Côte d’Ivoire out of a total investment of 16 billion which was provided by Japan, France, Norway and Korea.
